PADI is the most widely recognised certification worldwide and is used by all major UAE dive centres. Any PADI Open Water certification — regardless of where it was issued — is accepted across the UAE.

PADI Freediving certifications are widely available at UAE dive centres alongside standard scuba courses.

Kitesurfing

No UAE law requires kitesurfing certification, but most beach authorities and schools will not allow you to ride without IKO Level 2 or equivalent. DMCA zones may request proof of experience during enforcement operations.

IKO is the most widely used kitesurfing certification in the UAE. All major UAE kite schools are IKO affiliated. Total beginner-to-independent cost is typically AED 1,500–2,500.

RYA is the primary sailing certification in the UAE. Dubai Offshore Sailing Club, Al Forsan in Abu Dhabi, and Yas Marina Yacht Club all offer RYA courses.

UAE law requires a PWC (Personal Watercraft) licence for all riders aged 16 and over. Riding without a licence is illegal and can result in fines from DMCA or the relevant emirate maritime authority.

Most jet ski rental operators in the UAE will conduct a quick safety briefing but confirm the licence requirement varies by operator. The licence is issued by DMCA for Dubai waters; other emirates have equivalent processes through their maritime authorities.
